The Independent Living Association (ILA) was set up in April 2001. Direct Payments had been introduced by West Sussex County Council with support from the national charity Scope, and it was agreed that an independent local user-led organisation was needed to take over the work of advising and supporting the growing number of customers.
The ILA was established specifically for the purpose. It was registered as a charity and a board of trustees was elected to ensure it was representative and accountable.
As more people have chosen to manage their own care arrangements with Direct Payments and the more recent developments of self-directed support and personal budgets, the ILA has grown from its very small beginnings to become a major local charity.
